There were three filled cellars and one conductor-only spud on this location. The Budman 4H (081-20865) was spudded on 5/21/2015, suggesting that the appropriate permit for the conductor-only spud is 081-20865. This permit was issued on 3/14/2012 and expired a year later.

I entered the location at 11:50 and began the inspection. At the time of the inspection, the well pad was being used as storage for trucks and farm equipment. An impoundment remains excavated but never had a liner installed. In addition, a tank pad was permitted in the first revision but was never constructed. The spud date for the Budman 4H (081-20865) was 5/21/2012 and only conductor was set. No other drilling was ever initiated. The well permit expired on 12/30/2016. The ESCGP expires on 9/27/2017 and has not been constructed as designed. The Department interprets Section 3216(c) of the 2012 Oil and Gas Act to mean that post drilling restoration includes the restoration of freshwater impoundments. Freshwater impoundments must be restored within 9 months of completion of drilling the last well served by the impoundment or expiration of the last well permit that the impoundment was intended to service. I entered the site at 15:14 off Cemetery Road. At the time of the inspection, the fresh water impoundment was backfilled and reclaimed. Topsoil was being moved from the topsoil stockpile and spread. The Budman 4H (081-20865) has only conductor set and the spud date was 5/21/2012. Perimeter E&S controls were installed and functioning properly. No violations noted.

2728620 Primary Facility 2018-05-10 Plugging(Includes Plugged/Mined Through) No Violations Noted A routine inspection of the Budman 4H well (conductor only) was conducted May 10th, 2018. The operator has submitted a Notice of Intent to plug for this conductor which indicated plugging was scheduled for today. The contractor on location confirmed the conductor was just plugged before I arrived. The well was capped with a marker plate with the permit number. The well will be buried and the site reclaimed. No obvious issues were observed.

Budman Pad. No E&S issues were observed during the time of inspection. The site is stable and well vegetated meeting the 70% uniform, perennial, vegetative cover. Well pad has been reclaimed. The Department recommends submitting a Notice of Termination and a Post-plugging Well Site Restoration Report when weather conditions permit.
