I entered the location at 08:31 and began the inspection. At the time of the inspection, the DCNR 100 85V (081-20586) well was plugged on 11/7/2013 and the monument was visible at the surface surrounded by concrete barriers. The well pad area contains stockpiled fill and also pipeline infrastructure which is not covered under ESX11-081-0097. The well site remains at its originally constructed size and has not been restored according to the PCSM (Post Construction Stormwater Management) plan in the ESCGP. The current ESCGP expires on 5/30/2016. The restoration assessment spreadsheet indicates the Notice of Termination and Well Site Restoration Report as pending. Please note this ESCGP also covers an impoundment adjacent to the Hagerman Run Compressor Station and road upgrades between the two.

The Department considers a well site to be restored under Section 3216(c) of the 2012 Oil and Gas Act when the oil or gas owners or operators meet the following:

2527472 Primary Facility 2016-10-13 Plugging(Includes Plugged/Mined Through) No Violations Noted On October 13, 2016 at 10:45 am I conducted a routine inspection of Seneca’s DCNR 100 85V 50501 Plugged gas well in McIntryre Twp. Lycoming County. The well was drilled in 2011, plugged in 2013 (see well records and plugging certificate for details). A 2” candycane vent remains on the pad w/well tag “DATE PLUGGED 11/06/13”. I used an Altair 5x gas meter to check for gas at the vent; no gas. No issues found.
2645603 Primary Facility 2017-09-27 Routine/Complete Inspection No Violations Noted The monument for the plugged well (081-20586) was visible inside concrete barricades. The site is being used for parking and general storage. Recent earth disturbance was noticeable but is covered by ESX11-081-0097(04) issued to National Fuel Gas for an overlapping valve site. ESX11-081-0033 covers this well site and depicts the site restored back to approximate original contours and a line of trees planted adjacent to the road. The ESCGP is expired and the current condition of the site dies not meet the restoration plans. I recommend re-permitting the site to reflect the planned conditions onsite. I recommend denying the Well Site Restoration Report. No violations noted.
2658780 Primary Facility 2017-11-09 Administrative/File Review No Violations Noted On 9/27/2017, I conducted an inspection of the site and denied the Well Site Restoration Report for this site. Please see inspection record # 2645603. I again recommend denying the Well Site Restoration Report since the site was not restored according to ESX11-081-0033. The ESCGP is currently expired. I recommend re-permitting the site with and ESCGP and implementing the plans. No violations noted.
