I entered the site at 09:49. At the time of the inspection, the Don Davis A 2H (081-20443) was drilled and shut-in. The monument of the plugged Don Davis A 4H (081-02444) was also visible. Inactive status for the Don Davis A 2H was granted on 8/21/2013. ESX11-081-0111 expired on 10/3/2016 without being terminated. Currently, the site remains at the originally permitted size, has not been restored or reduced, and no PCSM (Post Construction Stormwater Management) has been implemented on the site.

The most recent update to the well site restoration assessment Anadarko provided on 12/22/2016 indicates this site is in drafting and engineer review. At this time, the Department does not have a permit or permit application for the site. I recommend re-permitting the site to comply with PCSM requirements and implementing that plan including well site restoration. 2562069 Primary Facility 2017-01-23 Routine/Complete Inspection Violation(s) Noted Arrived @ 08:43 Weather: cloudy rain, unseasonably warm. There were two wells on the pad. The Don J Davis A-2H (081-20443) is a completed well whose inactive status expires on August 21, 2018. Previously WQS Ben Bahner observed bubbles in the well cellar. The purpose of my inspection was to follow-up on this observation and verify that the bubbles were combustible gas.

The Don J Davis A-2H was locked and tagged. There was water in the cellar which was covered by a metal grid. There were no annular vents emerging from the cellar. Looking down into the cellar, the intermediate casing was visible within the surface casing. The A-section was attached to the intermediate casing, so that the annulus between the surface and intermediate casings was clearly visible. Emerging from this space was a steady stream of small bubbles, approximately ¼” diameter.
