Jared Rutt (DEP) and I entered the site at 14:00. At the time of the inspection, the two wells onsite were in production. Range Resources’ consultant was onsite managing the workover/snubbing unit. The crew was snubbing tubing into the Goodwill Hunting Club 5H well (081-20406) while the well was in production. Containment was installed under the service truck and the unit/rig itself. Some oily water was in the cellar after rigging down from the well. I asked the consultant to vacuum the oily water from the cellar before leaving the site.

The well site has not been restored and the Well Site Restoration Reports have not been received although most of the stormwater concerns discussed in the last inspection report have been resolved. The ESCGP is currently expired but no additional earth disturbance is planned. No Violations Noted.

2517262 Primary Facility 2016-09-07 Routine/Complete Inspection No Violations Noted Arrived @ 11:00. Weather: sunny, light breeze, low humidity. This was a routine inspection. There were no personnel on site. There were two producing wells. Cellars were gravel filled:

Goodwill A Unit 06H Top gauge: 550 psi (0-10,000 psi analog), 13-3/8” x 9-5/8”: no combustible gas detected (Altair 5X gas meter calibrated 09/07/16). 9-5/8” x 5-1/2”: plumbed to 225-gallon polytank. 11%/volume combustible gas at polytank vent. Goodwill A Unit 05 Top gauge: 800 psi (0-10,000psi analog), ), 13-3/8” x 9-5/8”: no combustible gas detected, 9-5/8” x 5-1/2”: plumbed to 225-gallon polytank, no combustible gas detected. Left location @ 11:35.

At the time of the inspection, two wells were in production. The well site is permanently stabilized and Post Construction Stormwater Management (PCSM)/ Restoration Plans have been implemented. I recommend the NOT for this ESCGP be approved. No violations noted.
