At the time of my inspection, gas was hissing out of the only visible vent. Field monitoring yielded 100% methane. Tenative ID of vent was production x intermediate annulus.
2477424 Primary Facility 2016-04-21 Follow-up Inspection No Violations Noted Arrived @ 09:00. The purpose of this follow-up inspection was to meet with Bird Smith (EXCO) and measure the flow rate through the annular vent. Bird and I fitted a 1/8” office plate restriction to the annulus at ¿ 09:05. The magnehelic differential pressure gauge stabilized with a reading of 7.4” water at 09:41. This reading converted to ¿ 1400 scf/day. The composition of this gas was 100% methane, (field monitoring using an Altair 5X gas meter). The Snyder Unit #1 well has been on regulatory inactive status since 06/09/2014. The Application for Inactive Status, submitted on 06/03/2013, lists the surface casing annulus pressure as: 0 psi. The discrepancy between the conditions observed during this inspection and the conditions described in the Inactive Status Application could be due to a: mistake in the data entered or a change in the well conditions. I discussed this with Bird. Left location @ 10:10
2478304 Primary Facility 2016-04-25 Follow-up Inspection No Violations Noted Arrived @ 12:30. Weather sunny, windy. The purpose of this follow-up inspection was to try to check for gas at ground level adjacent to the well head. I sprayed a solution of Dawn dish soap and water on the gravel around the well casing. The solution disappeared. I also set a gas collection device in the gravel to see if measureable methane were being emitted. An Altair 5X gas meter calibrated on 4/25/16 gave a field reading of 3% methane. The reading, however, was not accompanied by a detection with the LEL sensor on the meter, and was accompanied by a rising CO reading, shedding doubt on the field measurement. Contacted EXCO to suggest they investigate further. Left location @ 13:20.
2478317 Primary Facility 2016-04-19 Routine/Complete Inspection No Violations Noted The Snyder Unit 1 well (081-20132) was being vented from the only visible annulus vent on the well head. This issue will be forwarded to the O&G Insp. for investigation. The well pad area has been reduced to just a small gravel area around the well. The ESX12-081-0078 was issued on 7/02/2012 but was never implemented. The well pad was constructed and the well was drilled and completed in 2009. The well site was also reduced to its current size before the ESCGP was issued. The well site is not connected to any larger site so the ESCGP was never required. Currently, the Well Site Compliance Information Request reply (submitted 9/21/2015) states the well pad is compliant with restoration requirements since the well pad has been reclaimed. I agree that the well pad area was restored to a very small footprint around the well before inactive status was granted but a Well Site Restoration Report was not received. Please provide the Well Site Restoration Report since the well site has been restored
2537897 Primary Facility 2016-11-03 Follow-up Inspection No Violations Noted Arrived @ 10:00. Weather cloudy, cool. The purpose of this follow-up inspection was to check on combustible gas concentrations at the annular vent to this well. An Altair 5X gas meter calibrated on 10/3/16 was used to detect 100% combustible gas/volume at the ½” stainless steel vent line.

It is worth noting that the Snyder Unit 1 well is on regulatory inactive status well. At the time of application, the venting of combustible gas was not described. Based on an email dated 11/1/2016, EXCO plans to plug this well (see attached). No violations noted at the time of the inspection. Left @ 10:20.

Sorry for the delay. We intend to move forward with plugging the Snyder well. We will forward the plugging procedure to you this week for your review.

With regard to schedule, we are trying to line up a workover rig. Once we have that finalized, then we will set the date and let you know as well as submit the NOI and notification letters as required.

2564341 Primary Facility 2017-02-22 Routine/Complete Inspection No Violations Noted : Arrived @ 11:00. Weather warm, cloudy, with some minor rain. cloudy, cool. The purpose of this follow-up inspection was to check on combustible gas concentrations at the annular vent to this well. An Altair 5X gas meter calibrated on 2/22/17 was used to detect 100% combustible gas/volume at the ½” stainless steel vent line to the 8-5/8” x 4-1/2” annulus. Previous inspections have noted the flow of combustible gas (first inspection: 4/19/16, IR# 2477422). On 4/21/16, this flow rate was measured to be ¿ 1400 scf/day.

It is worth noting that the Snyder Unit 1 well is a regulatory inactive status well. At the time of application, the venting of combustible gas was not described, suggesting that conditions at the well have changed. Previously, EXCO informed the Department that it plans to plug this well. The Department is awaiting a plugging proposal.. Left @ 11:36.

The well has now been cut, capped, and covered with gravel. I stood above the plugged well and checked for gas at ground level, monitored for several minutes in multiple spots, none detected. The well was plugged at the end of last year and is now cut below grade. The pad has since been reclaimed. 2841645 Primary Facility 2019-02-05 Routine/Complete Inspection No Violations Noted EXCO Resources (PA) LLC has submitted a notice of termination (NOT) to the Department for the Snyder Pad covered under ESX12-081-78. The Department received the NOT on January 11, 2019.

Department representative Jared Jacobini conducted a restoration site inspection at the above listed site on February 5, 2019. The site sign, emergency response plan, ESCGP, and weekly E&Sinspection log were onsite for review. No E&Sissues were observed during the time of the inspection. The former well pad was constructed on moderately sloped ground. Overall, the site is stable and well vegetated exceeding 70% uniform, perennial, vegetative cover. The former well pad site "open field area" meets the definition of permanent stabilization.

To approve the request for an NOT, the document must be signed and stamped by a licensed professional - Page 2, block #5 "Final Certification Of Licensed Professional". This was not completed on the NOT request form. The existing gravel access road has not been removed. The site signs and
