1911147 Primary Facility 2010-08-23 Routine/Complete Inspection Violation(s) Noted Inspection in response to incident notification filed on 08/20/10 at 16:10 reporting a release of approximately 19 barrels of brine from what appeared to be a slow leaking valve seal on brine tank. Met with EXCO EHS coordinators onsite, it was determined brine tank was emptied, valve seal was repaired and appeared leak had been controlled. Exco began coordinating efforts to remove brine tank and excavate and properly dispose of contaminated soil surrounding the brine tank. Department instructed operator to have samples taken of contaminated soil as well as a background sample to determine extent and depth of contamination in relation to undisturbed soils. Operator will continue to contact dept with updates on soil sample analysis results and progression of final remediation. Violations will be issued for the reportable release, but at this time the release is secured and operator is actively addressing the violation. No other violations noted at this time.
1917624 Primary Facility 2010-10-01 Compliance Evaluation Outstanding Violations - No Viols Req'd . Operator previously excavated a 16x16 area approximately 12inches deep, and placed all materials in a sealed box. Operator chose to perform geo-probe analysis of impacted area as well as background conditions to determine possible extent of contamination. Upon examination of soil results it was cooperatively determined that chlorides and sodium were high (2-4ft below ground surface) compared to background analysis results in the same depth. Dept recommended that operator continue to remove soil and/or contaminants to reach a level closer to background averages (approximately 100mg/kg sodium and 6.0 mg/kg chlorides). Operator inquired about the utilization of ECUP and Act 2 standards for a level of cleanup instead of the bureau¿s standard use of background analysis as basis for remediation measures.
