1946844 Primary Facility 2011-01-31 Routine/Complete Inspection Violation(s) Noted Today Scott Lux and I stopped at this new well site to determine if the 200' setback requirerments found in Section 601.205 (a) on Act 223 have been met. Upon arrving at the site we found recent earth moving had been done to begin construction of the well pad. The access road appeared to be an exsisitng driveway. The E&S Plan, and Well Site ID where in place. We also found slit fence installed as outlined in the E&S Plan. We measured the distance from the Well marker stake to a building that housed a business known as "Cost Effective Coatings", and found the distacne to be 123'. If the Well is located at this marker stake, a violation of Section 601.205 will take place. We also noted that the well pad is very close to a active railroad, and that the rig tiedown straps maybe in the railraod right of way.
1958560 Primary Facility 2011-03-17 Complaint Inspection No Violations Noted This inspection was the result of complaint # 277882. Upon invesitgating I found no evidence of E&S violations. I did met both the complainant and dirt contractor, Charlie Rahal on-site at different times to discuss the complaint. I explained to the complainant that DEP had no jurisdiction over the matter of access road use, and that this was a civil matter. I also explained DEP would complete a site inspection and let him know what we found.
2004655 Primary Facility 2011-09-22 Site Restoration No Violations Noted This well was never drilled however the site was partially constructed. Upon inspection i found the site under the reclaim process with heavy equipment on-site. I will return at a latter date to reinspect.
