The pad is permanently stabilized. The well is equipped for production and properly labeled. Upon inspection, I noticed two carboys and some old tubing on the pad. This constitutes a violation of OGA 3216(a). It also appeared as though an unreported release had occurred, so I checked the conductivity of the soil around the carboys and the well head. Readings ranged from 2 mS/cm to 5.5 mS/cm, indicating a release of production fluid. This constitutes violations of CSL 402(b), SWMA 301, and 78.57(a). The violations for the release will be resolved upon remediation and submission of disposal receipts, as the spill appears to be under a barrel.
In addition, failure to report the release constitutes violations of 91.33(a) and 78.66(a), which have been closed as of 6/2/17 as "unresolvable". |
