The site sign, weekly E&S inspection log, and ESCGP were onsite for review.

The freshwater impoundment (FWI) was restored and PCSMs installed during the Summer of 2017. All disturbed and/or restored areas have been seeded and mulched. We observed regraded soils in the rain garden. The rain garden has been reseeded and mulched. Fencing has been installed surrounding the restored FWI. No trees have been planted in the restored impoundment area to date per the agreement between DCNR and EXCO. A few bare spots with little to no vegetation were observed near the restored FWI fence. The Department recommends spot seeding those sections.

There is one drilled Marcellus well (033-26998) onsite. According the the Departments efacts records this well was granted regulatory inactive status (RIS) on February 8, 2013; therefore this status has expired on Fe

2774184 Primary Facility 2018-09-12 Routine/Complete Inspection No Violations Noted The weather is 70 Deg. F, cloudy at time of inspection. Routine inspection of EXCO Resources PA LLC., DCNR Tract 323 P-2 Pad, Well # 31H on September 12, 2018. There is 1 well on location, currently in regulatory inactive status. Inactive Well Status has been granted on 02/02/2013, expired on 02/08/2018. Well was shut in upon arrival to location. After opening valves, pressure gauge on the top of the production xmas tree reads 3,840 PSI, backside casing pressure gauge reads 1,336 PSI. Annulus (9-5/8¿ x 4-1/2¿) was opened and vented into a tank, pressure gauge reads 0 PSI, another annulus (13-3/8¿ x 9-5/8¿) was open and shut into a pressure gauge, that also reads 0 PSI. 0% combustible gas was detected in the area immediately surrounding the well. No obvious concerns or violations are noted at time of inspection.

2854181 Primary Facility 2019-03-14 Routine/Complete Inspection No Violations Noted Department representative Sue Herzing conducted a routine site inspection at EXCO Resources PA LLC COP Tract 323 Pad 2 on March 14, 2019.

The freshwater impoundment (FWI) was restored and PCSMs installed during the Summer of 2017. The restored FWI is surrounded by a fence enclosure per the PCSM plans. Trees have been planted within the restored FWI fence enclosure per the agreement with EXCO and DCNR. All previously disturbed and/or restored areas have been seeded and mulched. The overall site is mostly snow covered. The rain garden is nearly full to the top with water and ice/snow covered. The trash rack was covered debris. The Department recommends removing the debris on the track rack as outlined in your long term operation and maintenance plan. Large amounts of water and ice were observed on the well pad. As recommended in previous inspections reports but myself, I recommend regrading the well pad so ponded flows off the well pad into the designed PCSMs.
