Routine inspection of Susquehanna Energies Inc., City of Dubois Pad, Well # 2 on October 3, 2018. There is 1 active and producing well on this pad. Gas meter chart dated 10/02/2018. Observed constant severe gas bubbling inside 8 ft. deep and full of water cellar. Detected 74% LEL and 4% combustible gas in the cellar. Physically could sense (smell) gas odor at approximately 30 ft. distance from the well.
Production processing equipment includes - production water tank, dryer; measurement equipment ¿ orifice meter station. Well cellar cover consist out of wooden pieces. These peaces are not secured in place and observed large open gaps between wooden pieces. DEP recommends to use well cellar grating and structural cover plate system to improve safety. Gas well is fenced around, the gate was closed, but not locked at the time of inspection. This inspection is a follow up to inspection # 2784655 done on 10-3-18. Upon arriving at this location the cellar of this well had the water pumped out with only about 1 1/2' of water still in the bottom of this 8' cellar. Some bubbling was noted to the left of the well head assembly and water disturbance was noted to the right of the well head assembly. Gas was detected above the cellar area at a detection level of 30% LEL(lower explosion limit) and 0% Methane(meter was calibrated 10-4-18). After checking a nearby stream( approximately 25-30 yards from this well) for possible bubbling which none was found i walked around the ground area surrounding the well site and found no bubbling in any of the standing water(puddles). Approximately 1/2 hour after i arrived the owner/operator, Steve Beercheck arrived. He informed me that WGM Gas Company Inc.was on the way to the well to observe, physically check and suggest and or make necessary repairs needed. |

Mr. Beercheck requested a meeting to discuss water issues with in his well cellar. Mr. Beercheck's well is locate in a low laying area and storm water run-off from surrounding areas appear to be flowing towards conventional well 033-20320. The well cellar is approximately 8' deep and constructed out of railroad ties. The well head is located below grade. Due to extremely wet weather conditions this year Mr. Beercheck has had to pump out his well cellar multiple times. This water is being hauled offsite for disposal at Reynoldsville.
Mr. Beercheck is considering removing the railroad ties and cementing the well cellar in efforts to stop and/or reduce the amount of ground water entering into the well cellar. Production processing equipment includes - production water tank, GPU, dryer; measurement equipment orifice meter station. Annulus vent (5-1/2¿ X 8-5/8¿) is closed. The area around the well is fenced and the gate is closed and locked. Since the first inspection on October 3rd, 2018 company operator worked on replacing and repairing equipment that was leaking gas inside the cellar. Still observed minor gas bubbling in the cellar, but was notified by company representative on location that maintenance and repairs work is not finished yet. No violation noted at time of inspection, but will attend this well for follow up inspection.
