Evans City Borough reported an oil spill to the Department.

At time of inspection Evans City VFD, PD, and Butler County Emergency Response on site.

Crude oil is activity leaking and spilling from the production tanks. Production tanks on site are: 30 barrels, half full of crude oil & 50 barrels, completely full of crude oil and over topping the man hole. The 30 barrels tank has several leaks in the tank and the pipe behind the valve on the sale line is leaking. The support base for the production tanks has collapsed, causing the tanks to shift.

The 30 barrels tank was reported by the operator as being once completely full, but it is now only half full. An estimated 15 barrels of crude oil has leaked over an unknown period of time out of the 30 barrels tanks. The 50 barrels tank is overtopping. An estimated 10 barrels of crude oil is currently on the ground. This oil is pooling on the ground and spreading out down slope toward an un-named tributary. Oil is also

The area had no clean-up work done to it other than the defensive actions that were installed last week by Department and Butler Co. Emergency Mgt. personnel. The underflow dam in the ditch has developed some leakage problems and is not holding as much water back as before. New valves have been put on both tanks by an oil operator who donated them, and the old sales line to the road was tore out. As of today, no oil had made it to the UNT of Breakneck Creek. We sampled the road ditch for UV-IR (aqueous verification of product type) and right below the 50 bll stock tank for TPH (concentration in the soil). At this time, Mary Ann Stokey drove down and talked with us. We tried to explain the importance of cleaning up the oil as soon as possible and responding to our letter with a written plan. She said she couldn't make it to the post office to get the certified letter. We asked if there was somebody that could help her out that maybe we could

Departmental personnel searched the area for other possible well locations. There is a discrepancy on the GPS coordinates of the well and the actual well location. No other well(s) were found in the general vicinity of this well. It is believed that the GPS well location in the Department's database is inaccurate. An updated GPS location of the well head will be taken if needed.

Heavy rain event in the area over the weekend. All containment measures installed by the Department and Butler County Emergency Response are intact, and prevented further oil contamination of the site and contamination of waters of the Commonwealth.

No clean up response or action taken on spill by the well operator.

Departmental personnel worked most of the day on containment of the spill. Catch basins were dug and an underflow dam in the ditch was constructed (with the help of Butler County Emergency Mgt). The oil is starting to move into the road side ditch with the warmer temperatures. When the Department left this afternoon, no oil was beyond the underflow dam in the ditch and no oil was in the unnamed tributary to Breakneck Creek.

Assessed the situation. Site conditions are the same from the 4-11-2018 spill response.

Departmental personnel arranged with Evans City PD for Officer Richard Conti to provide traffic control when the oil pick up truck comes.

11:35 AM Ergon arrives and works for 2 hrs. removing oil from stock tanks. The 1st tank (30 bbl) is about half full and was very thick oil. They got most of the oil out of this tank except for the bottom 6". Looks like this tank has a top weld that is bad and it must also be leaking from the bottom somewhere. Owner verified that the production line from the well was moved from this tank to the 2nd tank well over a year ago. The 2nd tank (50 bbl) was full of oil and apparently overflowed. The steel support that it was sitting on cracked causing the tank to shift, be unstable, and overflow. No diking was around the tanks which allowed the spill to travel approx. 30 yards over ground towards the Route 68 road ditch. The ground is

No evidence of any action taken by Operator to begin remediation of spill or to prevent further spread of oil contamination.

Site remains unchanged. Operator has taken no steps to remediate spill, or to comply with the Department's Order. Oil is still present on ground with stressed and dead vegetation. The underflow dam in the road side ditch has not been maintained and is no longer functional. The pits installed by Department personnel remain intact and still has prevented the spread of the spill.

Oil was heard flowing into the tank through the production line.

2834369 Primary Facility 2019-01-31 Follow-up Inspection Outstanding Violations - Viols Req'd Scott Dudzic (DEP) and I stopped and inspected this oil spill site. This follow up inspection shows that no action(s) have been done to this oil spill since the last Department inspection on 8/30/18. The site had approximately 3 to 4 inches of snow present. The plastic line from the oil well was still shoved down in the first stock tank which appeared to be empty. Nothing was leaking from the oil well or the plastic line at this time.

You could see that the oil booms and underflow dam were still in the road ditch and not maintained. There was still an oil sheen in the upper portion of the road ditch under the ice. No signs of oil was present in the UNT of Breakneck Creek. The containment pits that were dug by the Department to slow and collect some of the oil were still present and not maintained. There was still the odor of crude oil on/in the ground around the stock tanks and 5 to 10 yards below the stock tanks when you scraped the snow off.
