2592052 Primary Facility 2017-05-02 Routine/Complete Inspection No Violations Noted On May 2, 2017, at 1130 hrs., the Department conducted a routine inspection at the Respol Oil and Gas Wheaton W 05-223 well site in Windham Township, Bradford County. The Department was represented by Andrew Hobbins, Water Quality Specialist. Nobody was present for Repsol. While on site, Rich Herbstrit, Oil and Gas Inspector, arrived to conduct his own inspection.

The E&S plan, site sign, and weekly inspection logs were on site and available for review. The slopes of the pad were well vegetated. No erosion issues were observed.

One well was in production during the inspection. The well was labeled and no bubbling was observed in the well cellar. One production tank and one GPU was observed on site. Both the production tank and the GPU were in secondary containment. The containment structures were in good condition. Water within the containment structures was low in specific conductivity. There was no staining observed on the well pad surface. All puddles on the pad were low in specific conductivity.

2779027 Primary Facility 2018-09-13 Site Restoration No Violations Noted The DEP conducted a RESTORATION inspection of the Repsol Wheaton (05-223) W Pad in Windham Twp, Bradford County on 9/13/2018 at 1240 hours. The inspection was conducted in response to a Notice of Termination received by the DEP. The weather was 73 degrees, cloudy, and 90% humidity.

The site has one producing well and three plugged wells onsite with one production tank. The site appears to have all planned PCSM practices in place and the site appears to be stabilized. No erosional issues were noted and no temporary E&S BMPs were observed. A post-drilling well site restoration report has been accepted by the DEP.

This Notice of Termination is recommended for approval. No violations noted at this time.
