The Department recommends that once the weather clears the operator perform maintenance on the exisitng controls and replace any perimeter controls as neccesary. |

Drill rig was in the process of being set up on the well-site. Drill pit had been properly lined. It was noted that the operator had utilized fence stake for orange safety fencing which had punctured the liner. Should the operator choose to dispose of the drill cuttings via pit encapsulation the operator should remove the sections of liner which had been compromised by the fencing stakes. A potential erosion issue was observed in relation to the silt fencing below the site. Specifically there was an area where previous sediment generated onsite had been deposited along the silt fence. The area where sediment had been depsosited should have the silt fencing removed and rock berm installed to effectively minimize sediment generation and transport as outlined in the Department E&S manual. |

Specifically the issues had begun to develop with the roadside ditches on either side of the culverted stream crossing. In addition it did not appear that all of the access road eorsion controls had been implemented as outlined in the site E&S plan. The site had been regraded and temporarily stabilized. At this time the Department is requesting that the operator forward documentation outlining when site construction activities began for the 005-30988 C. Kalmar 4. This documentation should be sent to WQS Greg Higgins at the above listed address no later than May 5, 2013 |
