Below grade pit located onsite and it had more than the required two feet of lined freeboard. Noted that the silt fencing had not been installed properly. Specifically the stakes had been placed in the ground, but the fence had not been entrenched and was left to flap in the wind. Left this way the silt fence will not effectively minimize accelerated erosion & sedimentation. Site is located at the head of a valley which flows into an UNT to Mill Run.

Pumpjack and brine tank located onsite and the brine tank appeared to be in sound condition. The site had been properly restored. A small erosion issue was observed onsite. Runoff flows that progressed over what had been the fill slope ahd begun to cut small erosion rills into the soil and the flows joined along what had been the silt fencing to concentrate the runoff flow. At this time the Department is requesting that the operator address these runoff flows and with erosion controls to minimize the amount of sediment generated and/or transported. The Department further requests that the operator forward documentation outlining what has been done and/or is proposed to address the runoff issue no later than April 22, 2013. This documentation should be forwarded to WQS Greg Higgins at the above address.
