Dean stated that after a significant rainfall event he was spot checking sites in Plum Borough, when arriving on site he noticed that surface water had infiltrated the pit and filled it until it began to overflow. The operator immediately contacted the Department. He stated that he was going to immediately pump the pits down and reestablish the 2 foot freeboard. Furthermore, he stated that the water in the pits, that overflowed, never left the site. The pits had been drained prior to the surface water infiltration but upon inspection, the following day, more water had infiltrated the pit and the two foot freeboard requirement has not been achieved. |
