1468258731 2016-06-14 Orphan No Violations John and Bob Hennessey contacted the Division on 01-30-2006 about a leaking plugged well located on John Hennesseys property. The well was a permitted well drilled in 1971 and plugged in 1973. Bob Hennessey owns the adjoining property to the north. The well was referred to the Orphan Well program in 2006 for plugging under the Landowner Grant Program. The I & O case file, # 2006-01, has an issued plugging permit and approved contract in the file. The well was not plugged at that time and todays inspection is being conducted to determine the status of the well. Todays inspection found the well surrounded by phragmite grass in a low area outside of a heavily wooded area. The 8 5/8 casing is level with the ground. A steel plate is either screwed into or welded onto the casing. The ground around the casing will need to be removed to determine how this plate is secured to the casing. A threaded 2 hole is in the middle of the plate. Water is evident in the casing 3 below ground level. Gas is bubbling through the water. My Sperian gas meter quickly registered over 50% LEL, 0 ppm H2S. The meter was removed from the area to preserve the sensor. The well appears to be in similar condition as shown in the 2006 pictures and as described in the 2006 inspection report. Mrs. Bob Hennessey was present during todays inspection. She stated the well was not plugged in 2006 due to John Hennessey, the landowner, not wanting a plugging pit utilized during the plugging of the well. We discussed the current plugging techniques that include the use of steel pits instead of an in ground pit. She will relay this information to John Hennessey and they will contact the Division if he is interested in the well being plugged under the Orphan Well program. I will send a letter with a new Right of Entry and contact information to both Robert and John Hennessey.
