The well is therefore considered to be idle. The well must be placed back in production with the required identification or properly plugged and abandoned. In addition, the larger property has been subdivided into lots. The lot where the well is located is for sale. Domestic well ownership requires that the well owner and the property owner be one in the same and that the well can only provide natural gas to the domestic owner. If the lot is sold, domestic ownership is no longer an option and the well must either be properly plugged and abandoned or the ownership classification changed. The classification change would required bonding and insurance. |

I was informed by a prospective purchaser of the undeveloped lot that a gas well was idle on the property. The parcel ( # 1400430 ) is being sold at a Sheriffs sale for foreclosure. KST Oil and Gas transferred the well to John Czerwein, owner of Estate Properties, Inc. and notified DOGRM on 5/20/2004 that the well was to be used for a domestic source. My inspection revealed that the tank battery had been completely removed. The wellhead is a plunger lift with 1.5 tubing in 4.5 casing. A triangular fence surrounds and secures the wellhead. The gate valve on the tubing was shut. The wellhead was leak free. There is not any evidence of any domestic gas hook up. I spoke with Mr. Chris Casterline ( First Place Bank lien holder ) and the well is considered as a part of the property, since it was owned by Mr. Czerwein. I suggested that the sellers inform any possible purchasers of the presence and reponsibility of the well. |

The nearest well is the Czerwien Unit #1 well owned and operated by Moore. On this date, I met with Mr. Deeb and we both inspected the pond and found no sheen. I told Mr. Deeb to call me if the problem reappears. The well is idle and according to Bob Moore, is being sold to the landowner for domestic use. There was no indication that either this well or the tank battery had affected Mr. Deebs pond. |

Moore Well Service was the contractor with Petroset Cementing Services supplying the pumping and cement services. All plugs were comprized of Class A cement blended with 2 % CaCl2. The Clinton sand was plugged through the interval 3680 to 3240 with 35 sacks of cement. The well was shut in overnight. The casing was ripped at 2400 and 3 joints of 4.5 casing removed to 2280. The Big Lime was plugged through the interval 2280 to 1900. Moore Well Services removed 44 joints of 4.5 casing to 528. The bottom of the surface plug was set through the interval 528 to 328. Appalachian Well Surveys set a wireline cast iron bridge plug at 310. The surface plug was set through 1.5 tubing from 300 to surface. Cement top stayed at the surface 1 hour later. No violation |
