This inspection was conducted in response to an NOT submittal received from the Operator on 26NOV2018. The weather was cold and cloudy with relatively calm winds.
After performing an administrative review of the plan and a site inspection, I do not agree that site conditions meet the requirements for the termination of this permit. Namely, there are several areas of the pad containment berm that contain exposed erodible material and have not yet achieved permanent vegetative stabilization (see photo 12).
