2669445 Primary Facility 2017-12-06 Routine/Complete Inspection No Violations Noted Construction at the site is complete and Range Resources has requested a pre-operation inspection.The perimeter E&S controls were installed and slopes were seeded and mulched.

2702476 Primary Facility 2018-02-27 Routine/Complete Inspection No Violations Noted Today I met with Dennis Furmanek from Range Resources to redline some modifications to the permit.

The retentive grading swells at the bottom of the access road were designed to hold water and slowly infiltrate over time. During severe rain events the swells do not drain quick enough and they begin to spill over. To prevent any scouring during these sort of events some rip rap was placed down on the low spots of the swells.

The site has also encountered a couple of slides from the heavy rain. There was no sediment outside of the LOD from the slides. Range Resources is currently preparing a plan to repair the slips and ad additional BMP's to sturdy up the site for these future rain events. A follow up inspection will be conducted to review and consider all improvements/ repairs before they are implemented.


The site is currently active. The well permit #125-28292 top hole was drilled and the air rig was moved off site.

2753887 Primary Facility 2018-07-19 Routine/Partial Inspection In Compliance with Policy On 7/17/2018 at 1330, approximately 15 gallons of water based drilling mud were released to the graveled well pad. On 7/19/2018 at approximately 1020, I performed an incident response inspection. I met with Denny Furmanek (Range Resources) at the site to discuss the spill and associated remediation response.

While the onsite horizontal rig was displacing water based mud from the 5H well, water based mud built up in the flare line and released to the pad via a gasket near the flare stack. An onsite vacuum was used to recover the water based mud. The impacted area was then remediated and placed into one roll-off box.

The spill was addressed in compliance with the spill policy.

2822113 Primary Facility 2018-12-27 Routine/Complete Inspection No Violations Noted On 12/27/2018 at approximately 12:00, I conducted an inspection of the Brownlee Kelley well site located in Hopewell Township, Washington County. This inspection was in response to operator reported slips on the northeastern slope of the well pad. I met with Angelo Albanese (Range Resources) to discuss the extent of the slips and associated remediation plans.

On 12/26/2018 during the operator's routine environmental inspection, two slips were observed at the Brownlee Kelley well site. Both slips are located to the East of the well pad on the fill slope. Soil from the slip areas have not left the LOD but have interfered with a portion of the adjacent interceptor channel. The operator will continue to monitor the areas until repairs can be completed.

The following was observed during an inspection of the project area:

  • Act 9 sign located at the site entrance was in good condition.
  • Slips which occurred on the Northeastern slope of the well pad were contained within the LOD.
