While on site, evidence of a new release was observed along the east side of the pad. Observed multiple damp areas on pad surface immediately adjacent to the containment. Containment nearly full with high conductivity fluid. Two samples collected. Sample results confirm pollutional substance on pad surface. Violations cited against the 3HU permit (105-21850). TLT
