At the time of the inspection, five wells were in production and snow was covering the vegetated areas of the site. The well site has not been restored to the specifications depicted in the approved ESCGP. The ESCGP expired in 2015 and drilling on the most recent well permits was initiated in 2010. Since the ESCGP expired without being restored to the permit specifications; i recommend re-permitting the site. The plan sheet submitted as part of the NOT package depicts the "Restoration Plan" but this plan is actually an "as-built" plan since it contains no reference to the approved Restoration Plan in the ESCGP. The NOT submission also fails to cover the access road or existing pull-off's. I recommend denying the Well Site Restoration Report and Notice of Termination. No violation noted at this time. |
