Rudy walked the site with me. Sitewide containment was in good condition, although Rudy informed me that a repair crew was on the way to repair a hole created by a dropped piece of equipment. I noted a red liquid in a small secondary containment that Rudy informed me was antifreeze; although it was a small amount and adequately contained, I recommended that he have it cleaned up. Some powdered material was present on the rig mats in the chemical storage area. I recommended that this area be cleaned as well. |

Repsol had finished the hydrostatic testing of the 1 million gallon Dyna-Tank, and were sending the fresh water back to the Barrett impoundment at a rate of 900 Bbl per hour. Golder was on the site to routinely screen the water during the transfer to ensure the water quality being returned to the impoundment. The sample port had been set up on one of the hatches to the tank at approximately 42" off the bottom of the tank. A sample was screened every 5' the tank was drawn down; although a screening event wasn't due, Golder took a sample and demonstrated their screening method. A 1 liter jar was filled approximately 3/4 full from the sample port, and the water was examined for sheen. Pro Frac on site, performing a 4-well zipper frac. There were a number of puddles on the pad; conductivity of the puddles ranged from .144 to .230 mS/cm. Sitewide containment appeared to be in excellent shape. The DynaTank secondary containment had an interior berm approximately 4-5" high at 10-12' from the tank; Dave informed me that a small amount of salt collected at the compression rings on the tank, and the berm was there to segregate the potentially tainted water from precipitation in the rest of the containment. Conductivity inside the berm was 7.8-8.1 mS/cm, while outside the berm it was .19-.27 mS/cm. Overall, the site was clean and well maintained. |

2837410 | Primary Facility | 2019-02-07 | Routine/Complete Inspection | No Violations Noted | The DEP conducted a routine inspection of Repsol Oil & Gas's Bellows L (03-078) well site in Columbia Twp, Bradford County on 2/7/2019 at 1130 hours. The weather was 49 degrees and cloudy. The pad had a lot of standing water present due to the recent snow melt and rain. Act 9 sign, E&S Plan, & inspection log were all found in the mailbox at the access road entrance.
The site currently has 8 wells in flow back with 2 production tanks. FDS, Fluid Delivery Services, was onsite working on some HDPE piping. Fluids on the pad surface were measured within normal conductivity ranges. The containment around all structures looked functional. PCSM BMPs were observed as functional. Operator is reminded to ensure maintenance and cleaning of the silt sock along the channel below the pad. Numerous pieces of the sock have been ripped/torn and many of them are full of sediment rendering them non-functional. One is shown in photo #8.
