Andrew Hobbins, Water Quality Specialist, represented the Department. Talisman did not have a representative present during the inspection.
The site sign, E&S plan, and weekly inspection reports were on site and available for review. The slopes of the well pad and the topsoil stockpile mostly had good vegetative cover. A few areas on the fill slope were observed to have dead vegetation. A couple of small erosion gullies were forming in these areas. The Department recommends reestablishing vegetation in these areas. Two bio-retention basins were observed to be constructed to the specification in the E&S plans and appeared to be functioning properly. The site sign, E & S plan and weekly inspection logs were on site and available for review. The slopes of the pad were well vegetated. An area along the northern fill slope was observed to have an area of erosion. Sediment was observed to be deposited at the base of the topsoils stockpile. The Department recommends repairing the erosion gully. PCSM has been addressed by the installation of two bioretention basins. Several inches of water were observed in each basin due to recent heavy rainfall. Six wells were in production during the inspection. There are 6 producing wells onsite with two production tanks. All PCSM practices appear to be in place. The site appears to be well vegetated, stabilized and no temporary E&S BMPs were observed. A post drilling well site restoration report has been accepted by the DEP. This Notice of Termination is recommended for approval. No violations noted at this time. I departed the site at 1310. |
