2587876 Primary Facility 2017-04-17 Routine/Complete Inspection No Violations Noted On April 17, 2017, at 1035 hrs., the Department conducted a routine inspection at the Repsol Oil &Gas USA LLC, Walters J (05-001) well pad location in Herrick Township, Bradford County. Andrew Hobbins, Water Quality Specialist, represented the Department. Nobody was present for Repsol.

The E&S plan, site sign, and weekly inspection logs were on site and available for review. The site was well vegetated, and no major erosion issues were observed. The Department observed that the sediment basins were converted to bioretention basins as part of the upgrade from ESCGP-1 to an ESCGP-2.

Three wells were in production during the inspection. All three wells were labeled and no bubbling was observed in the well cellars. Two production tanks and three GPUs were observed in secondary containment. The containment structures were in good condition and liquid within the secondary containment tested low in specific conductivity. No staining was observed on the well pad surface. Puddles on the pad surface were also low in
