2792563 Primary Facility 2018-10-22 Routine/Complete Inspection No Violations Noted The DEP conducted a routine inspection of Repsol's Watson B (03-051) well pad in Columbia Twp, Bradford County on 10/22/2018 at 1220 hours. The weather was 41 degrees, 65% humidity and cloudy.

There are currently 8 active wells and two production tanks onsite. All fluids measured on the pad surface were within normal conductivity ranges. The fluids within containment were also within normal ranges. No erosional issues were found on the pad itself but some very minor channels were observed on the access road.

No violations noted at this time. I departed the site at 1240.

2803391 Primary Facility 2018-11-07 Site Restoration No Violations Noted The DEP conducted a RESTORATION inspection of Repsol Oil & Gas's Watson B (03-051) well pad in Columbia Township, Bradford County on 11/7/2018 at 1130 hours. The inspection was conducted in response to a Notice of Termination received by the DEP. The weather was 52 degrees and partly cloudy.

There are currently 8 producing wells onsite with two production tanks. PCSM BMPs are in place and appear to be functioning properly.

Along the entire length of the southeastern side of the pad, filter sock is in place that appears to have been buried by the pad material. There are many instances where this filter sock is now exposed due to eroding pad material (see photos numbered 3 to 8). According to 25 Pa. Code 102.22(a)(1) the removal of E&S BMPs is necessary upon site stabilization in order for the NOT to be approved. Permanent stabilization per 25 Pa. Code 102.22(a)(2) must also be accomplished.
