1277163080 2015-11-03 UrbanProduction Wells No Violations I was on location to follow-up on idle well Complaint #5124. My inspection found the well shut-in and equipped with a 2 plunger lift system. The fence panels have been pushed up around the wellhead and there is an ID sign lying inside the fencing. The well produced to a diked tank battery to the southeast containing one (1) 210 barrel tank and two (2) horizontal separators. The proper ID signs are posted at the tank battery. The Conley #2 (PN#23684) also produces to this tank battery. The Conley #2 is currently producing and this well (Conley #1) has not reported commercial production in 8 years (2007). I spoke with Mark Smith (PEP Field Contractor) and he told me there was an internal dispute about this well and it was shut-in. I told him I would have to issue a plugging notice for this well and he told me that he would work on placing the well back in production. I told him I would give the company 30 days to place the well back in production. This complaint continues. I will monitor PEPs progress to produce the well.
1482257929 2016-12-20 UrbanProduction Wells No Violations Follow-up to idle well Complaint #5124. Well ownership transferred from PEP Drilling Company, LLC to BAAY Oil, LLC on 10/28/2016. My inspection today found Scott Miller Contracting (SMC) installing new, 2, screw pipe, flow line from the wellhead to the tank battery. The wellhead, which was equipped with a plunger lift system during my last inspection, has been equipped with a natural gas powered pumping unit. I spoke with SMC and they said the flow line had failed a pressure test, so it was being replaced. Two (2) 100 barrel tanks have been spotted in the existing tank battery with BAAY Oils ID stenciled on the tanks. This battery is shared with the Conley #2 (PN#23684) which now produces exclusively to the existing 210 barrel tank. A 35 barrel poly tank has been emptied, stood on its side, and will be removed. Each well has a dedicated horizontal separator. The new owner is working diligently to place the well back into production and I will check back in several weeks to see if this has been accomplished. This complaint continues.
1498134527 2017-06-22 UrbanProduction Wells No Violations Follow-up to Complaint #5124 concerning an idle Clinton Sandstone well. My last inspection on 12/20/2016 found the flow line being replaced and the well had been converted from plunger lift to a natural gas powered pumping unit. My inspection today found that the well is in production and the meter chart in the separator was changed this morning. There is a 50 barrel poly tank on its side inside the containment area of the tank battery that is empty, not in use, and was present during my last inspection. I inspected the wellhead and found the valves on the tubing and casing flow lines open. Gauges indicate 70psi on the tubing and 60psi on the 4.5 production casing. A new ID sign needs to be placed at the tank battery to distinguish between the Conley #s 1 & 2 (23684) that also produces to this location. I called Brooks Yarbrough (BAAY Oil) and left a message requesting that the unused poly tank be removed and that ID signage be posted at the tank battery and wellhead. I will follow-up later on this request. The idle well complaint has been satisfied and the well is back in production. This complaint may be closed.
