1517247507 2018-01-29 Field Inspected, Well Not Found No Violations On the day of my inspection I found that the well location GPS coordinates were plotting in a hayfield, along the edge of a wooded area. I searched the area and found no well. There were no oilfield related materials or debris and there were no signs of a leaking plugged well. There are 4 more Frazee wells under MFC Drilling that are all located one property 7 miles southwest in Newcastle Twp. I called Jim Orr pumper for MFC to ask about the well and he was not aware of a well in the area where I was searching. I also called Barry Dugan, who used to pump the Frazee wells for MFC but I got no answer. There are no images of the original plat map available in the DOGRM records. I could not find this well on the Ohio Fuel Maps for Tiverton or Newcastle Townships. There are no records of the well being plugged. MFC is reporting production on the well, but its just a copy of the production from the other four wells. I drove to the farm where the other Frazee wells were located and I only saw four wells. I called MFC Drilling and spoke with Jackie Wilkins. She told me that Barry Dugan does still pump the wells. The identification sign on the tanks was blank.
1995360730 2018-02-02 Production Wells No Violations On the day of my inspection I met with pumper Barry Dugan to assist with correctly identifying each well on the lease. I found that the well was equipped with an electric powered pumping unit. The motor, drive belt and electric were intact. The flow lines were connected and the valves were open. Barry started the unit to demonstrate that it was in production. The production equipment is shared with permits 0927, 3237, 6144 and 6401. It consisted of two 100 barrel steel tanks and one 20 barrel poly tank in an earthen dike. There were no leaks or spills around the tanks. The identification sign was on the tank, but the information was faded off. I wrote down all of the correct permit numbers and well numbers on a diagram and gave it to Barry. He said that he would bring a marker out next week to get the identification posted at each wellhead and to fill out the sign at the tanks
