2750592 Primary Facility 2018-07-10 Routine/Complete Inspection No Violations Noted On 7/10/2018 at approximately 1015, I along with John Carson (DEP) conducted an incident response inspection to a reported spill of approximately 25 barrels of production fluid which was discovered on the gravel pad near the truck loadout area. We met with Hannah McAvoy (Range Resources) to discuss the cause of the spill and associated response.

The spilled production fluid was immediately vacuumed up and the affected area was remediated. The wells were clearly marked and within secondary containment. The production fluid/condensate tanks were within secondary containment which appeared to be in good condition. Excess gas in the production fluid/condensate tanks was being flared off on site. The GPUs which were currently not in use did not have any secondary containment. It is recommended that secondary containment be added to the GPUs before they are put into use. No violations were noted during the inspection.

2775731 Primary Facility 2018-09-10 Routine/Complete Inspection In Compliance with Policy On 9/10/2018 at approximately 1300, I conducted an incident response inspection of the Imperial Land East well site located in Robinson Township, Washington County. The operator had reported a spill of approximately 20 gallons of produced water and 1 gallon of condensate to the graveled well pad which had occurred on 9/8/2018.

An oil truck had finished on-loading condensate from the production tanks when the truck's sight glass showed that some produced water had been on-loaded. A clamped hose separated from the fitting underneath the truck allowed fluid to be released while attempting to push produced water back into the production tanks. The operation was immediately shut down to stop the release. Absorbent pads were used to capture the residual condensate and a water truck was utilized to recover the standing fluid. Specialized Professional Services Inc. (SPSI) responded to the incident by removing the impacted gravel and placing it into one roll-off box.
