Vegetative growth well established in previously disturbed areas. No apparent E/S issues.
2673394 Primary Facility 2017-12-13 Routine/Complete Inspection No Violations Noted On December 13, 2107, the Department performed an inspection of the Range Resources Kancel Well pad site. Present at time of inspection was Richard Renzi (Completion Consultant). The site is located in Cross Twp., Washington Co. The inspection was related to a reported reuse water spill to the well pad access road.

The operator reported on 12/11/17, 12/11/17 at 4:00 PM, a water truck released 5-6 gallons of produced water to the graveled lease road. The release occurred due to the trucks valve and cap leaking thus filling the drip pan on the truck which eventually led to the drip pan overtopping. The impacted material was remediated and placed into two spill kits. The two spill kits have been removed from the site and transported to an approved disposal location. A small frac fluid release was noted to the well pad at a vac truck, which was cleaning the gas buster. The release was estimated to be less than 1 gallon and the operator stopped the release and hand excavated visually impacted stone for d

2698580 Primary Facility 2018-01-24 Routine/Complete Inspection No Violations Noted Today I conducted a routine inspection at the Kancel well pad and the following was observed.

Proper signs were displayed identifying the site. The site was stabilized with thick vegetation no erosion observed outside of the LOD. The well heads were maintained, no leaks or fluids around well head. The production tanks were in good condition no leaks , rust or defects observed. Secondary containment for the site was intact and maintained.

2801240 Primary Facility 2018-11-07 Routine/Complete Inspection Violation(s) Noted On 11/7/2018 at approximately 10:15, I conducted a routine inspection of the Kancel well site located in Cross Creek Township, Washington County. I met with Hannah McAvoy (Range Resources) to discuss minor modifications to the PCSM Plan. The following was observed:
  • The act 9 sign located at the site entrance was in good condition.
  • Production fluid/condensate tanks were within secondary containment and appeared to be in good condition.
  • All wells on site were marked and appeared to be in good condition.
  • GPUs on site were not within secondary containment but appeared to be in good condition. Wells on site were put into production after October 2016. As a result, this constitutes a violation of 25 Pa Code 78a64a(b) for the 9H, 10H, 11H, and 12H wells.
  • Minor modifications to the permit were reviewed and approved in the field which included the expansion of catch basins along the access road to better manage erosion from stormwater.
  • The site appeared to be stable. Some minor erosion around a stor
2812904 Primary Facility 2018-12-05 Routine/Complete Inspection Recurring Violations On 12/5/2018 at approximately 10:30, I conducted an incident response of a spill of compressor oil at the Kancel Well Site located in Cross Creek Township, Washington County. On 11/30/2018 at approximately 1300, a Range lease operator discovered that condensate back fed into the compressor skid and then froze inside a discharge line resulting in a flange gasket to fail. This allowed 6 gallons of a condensate/compressor oil mixture to release from the flange and to the graveled well pad. Absorbent pads were immediately deployed to recover standing fluid. Specialized Professional Services Inc. (SPSI) responded to location and remediated the impacted area placing the material into one roll-off box. During the 12/5/2018 inspection of the well site, the following was observed:
  • The Act 9 sign located at the site entrance was in good condition.
  • Production fluid/condensate tanks were within secondary containment and appeared in good condition.
  • GPUs on site were not within secondary containment but appeared
2827432 Primary Facility 2019-01-16 Complaint Inspection Outstanding Violations - Viols Req'd At the time of inspection the site was covered with approximately 2 inches of snow. Infiltration basin 1 and 2 were holding water. The temporary E&S BMP silt sox installed below the basin appeared to be functioning as designed. 9 wells drilled and equipped for production. Well tags present. The Act 9 site ID installed. The PPC plan, ER plan and waste control and disposal plan were on site. 8 brine tanks placed in secondary containment. 9 GPUs on site.
