Range uncovered a well that was drilled, fraced and abandoned by Penn Energy and later covered by ~ two feet of soil by landowner. Well is between homes, ~ 15 feet off Best Avenue, ~ 25 feet from mobile home @ 624 Best Ave. and ~ 50 feet from other mobile home. Only the top of the wellhead was exposed to reveal 1 1/2" nipple on top of a 4 1/2" balon valve (closed). Gas readings at base of valve were 5% gas and up to 100% LEL. Numerous test holes in surrounding yard revealed LEL levels as high as 5%. Gas tests from beneath adjacent mobile home were 0% LEL. Range, at DEP request installed a corrugated ventpipe around top of wellhead, filled in remainder of the hole, then fenced in the vent stack.

Soil gas levels appear to have generally improved since the well was uncovered and the vent installed. Vent stack readings were 2-4% LEL. Numerous holes in yard surrounding the well and beside nearby trailer all yielded 0% LEL, with the exception of one test hole ~two feet from vent stack to the northwest, which initially pegged at 100% LEL, but leveled to ~4% LEL. Holes adjacent to this hole showed no gas/LEL.

The venst stack yielded 0% LEL, either due to high ground saturations or winds. Got positive readings in test holes surrounding the vent stack, with sustained readings of 2-3% LEL north, south and west of the stack, 10 % sustained reading east of the stack. All readings were 0% LEL beside the mobile home to the south and 0% LEL toward the mobile home to the north.

I made a stop at the Yost plugging site (John Barron 1) on top of the hill. No fluids or waste materials were on site. The well was plugged and Yost was breaking down the rig to move it off site. No violations observed.

Yost rigged up the flare stack in the back of the location. Moody installed four monitor holes to test for soil gas.

2599534 Primary Facility 2017-02-23 Plugging(Includes Plugged/Mined Through) In Compliance with Policy Pittsburgh Tire Service on site replacing a tire on Yost forklift. No other activity on site. Took gas readings around site (air only), all 0% LEL, including cellar air. Measured 30-38% LEL @ 4 1/2" casing head and collar leaks. Weather is warm, partly sunny w/ a mild breeze.
2599572 Primary Facility 2017-02-27 Plugging(Includes Plugged/Mined Through) In Compliance with Policy Extreme Machining Services & Elite Midstream Services were on site to perform the hot tap. They began rigging up @ 8:00 AM, strapped the valved saddle onto the 4 1/2" swage, nippled up the tap to the manifold/flare stack and successfully tapped the well. The well had ~850 psi when tapped. Flaring began at 9:40 AM and was completed by 10:36 AM. The hole was loaded at first through the tap. Later a new balon valve was added to the balon valve on top of the swage, the water line was nippled up on it and loading the hole continued. The well was topped off @ 4:30PM using a total of 45 bbl to load the hole. A light film of oil was noted on the top of water.
2599576 Primary Facility 2017-02-28 Plugging(Includes Plugged/Mined Through) In Compliance with Policy Yost gauged 40 PSI on the well after overnight shut-in, disconnected the well from the manifold/flare stack and plumbed the well to the steel pit. The well flowed water, oil & gas to the pit, sputtering & dying several times, then flowed again, for a total return of several bbl. The hole was then reloaded. Yost brought rig & doghouse on site & rigged up. BOP was installed.
2599579 Primary Facility 2017-03-01 Plugging(Includes Plugged/Mined Through) In Compliance with Policy TIMCO on location before 8:00 AM, rigged up & ran GR, CCL, Bond & VDL. Found 4 1/2" casing well-cemented to TOC @ 2380'. Logger TD=5255'. Possible perfs (?): 5188'-5207' (?), 4620'-4623', 4651'-4652' (?). There may be other perfed intervals uphole, but the CCL shows a lot of scale or noise in those sections. Yost began to run cement string; got ~ 1300' in hole before shutting down for the day.
2599582 Primary Facility 2017-03-02 Plugging(Includes Plugged/Mined Through) In Compliance with Policy Yost ran cement string all AM, Formation Cementing arrived before 1:00 PM. Yost got tubing down to 5281' where they met hard resistence. Formation nippled up and circulated ~80 bbl water to flush hole. Pumped 300 foot (calculated) bottom hole plug, 5281' to 4981'. Finished pumping 23 sacks @ 4:15 PM. Pulled 15 joints of tubing, flushed and shut down for day.
2599584 Primary Facility 2017-03-03 Plugging(Includes Plugged/Mined Through) In Compliance with Policy Yost tried to move cement string, but it was cemented-in. When they pulled 20% over string weight, the rig mats sank into the mud, so they shut down operations, released cementers and moved rig off of mats to add add'l mats. After add'l mats were added, rig was moved back over well. Nippled up a pump on tubing & pumped 300# pressure while puling-releasing-pulling-releasing repeatedly. Could not break tubing free or establish circulation. Shut down.
2599586 Primary Facility 2017-03-04 Plugging(Includes Plugged/Mined Through) In Compliance with Policy TIMCO ran in hole w/CCL + biwire w/ one shot, set down @ 4556', shot one hole @4540 (to pump through to confirm circulation). TOOH, Yost rigged up pump truck & established circulation. TIMCO TIH w/ collar-buster & shot tubing collar @ 4528' (Correlates to 4519' on GR/CCL/Bond log that was zeroed @ GL instead top of tubing today). Yost pulled tubing free & pulled/layed down tubing.
2599590 Primary Facility 2017-03-05 Plugging(Includes Plugged/Mined Through) In Compliance with Policy (Plan is to set a Cast Iron Bridge Plug as deep as possible, then cement to surface) TIMCO TIH w/ casing gauge before TIH w/ CIBP. Casing was clear, so TIMCO TIH w/ CIBP to 4500' & set. Yost began running cement string by 10:00 AM. By 2:40 PM they tagged the bridge plug @ 4503' - held.
2599593 Primary Facility 2017-03-06 Plugging(Includes Plugged/Mined Through) In Compliance with Policy Yost fabricated a 15' tubing sub so they could spot cement right on top of the CIBP. Formation was on location @ 8:25 AM, started pumping initial cement plug @ 4503' CIBP by 9:00 AM. A solid cement plug was pumped in 5 stages, with the final plug spotted by 1:20 PM @ ~2386' TOC (calculated). Pulled cement string to 2386' & flushed until ~ 2:00 PM, then TOOH w/ cement string.
2602603 Primary Facility 2017-03-07 Plugging(Includes Plugged/Mined Through) In Compliance with Policy Yost removed BOP from 4 1/2" casing. TIMCO rigged up, TIH & tagged TOC plug @ 2386 feet (as calculated). Successfully shot collar buster on 4 1/2" @ 2356 feet. Yost began pulling 4 1/2" casing @ 10:30 AM. Joints were very tight. They pulled 35 joints by wrenching and determined that power tongs were necessary. Shut down @ 4:00 PM.
2602606 Primary Facility 2017-03-08 Plugging(Includes Plugged/Mined Through) In Compliance with Policy Yost used power tongs to finish pulling 4 1/2" casing. Pulled remaining joints by 9:30 AM. TIMCO rigged up after 11:00 AM, logged the 8 5/8" casing. Bond log showed areas that lacked velocity readings that loggers interpreted as good bond. Had conference call w/ Harrisburg DEP to discuss interpretation and concluded casing had good cement to surface so OK to cement to surface.
2602607 Primary Facility 2017-03-09 Plugging(Includes Plugged/Mined Through) In Compliance with Policy Formation Cementing pumped a total of 5 cement plugs, cementing the 8 5/8" casing to surface. Last plug was finished by 1:55 PM. Some oil was circulated off bottom while spotting the first plug. Returns circulated w/o oil once additional fresh water was added and oily water was pumped to pit.
2602609 Primary Facility 2017-03-13 Plugging(Includes Plugged/Mined Through) In Compliance with Policy Yost has rig and most of the equipment demobilized from site, w/ flare stack, water tank, mud pump & rig mats remaining. The monument was set on wellhead. Yost representative was on site. While demobilizing, Yost truck snagged overhead phone/cable lines near the entrance to the mobile home park, breaking the pole. The damage was quickly reported. Repair crew was on site @ 9:30 AM to make repairs.
