2702016 Primary Facility 2018-02-20 Complaint Inspection Violation(s) Noted This inspection was performed in response to an anonymous report, made to the Department, of a crude oil spill along Wilson Rd., in Sugar Grove Twp. The crude oil discharge was found to have originated on property belonging to Marvin Sanders. The tank battery and wells associated with the spill are owned by Marvin Sanders Oil.

Well #21, 123-35597: Crude oil leaked from a damaged water drain valve at the base of a 140 bbl tank. The oil spilled over a bank and into the ditch-line of Wilson road. Oil was also found in a small pond in close proximity to the tank battery. The oil in the pond is thought to have been carried via underground drain pipe from the area surrounding the leaking tank. The leak is believed to have occurred over a three to four month long period. The exact volume of crude oil leaked from the tank is unknown, but it is believed to exceed ten bbl's. 2719976 Primary Facility 2018-04-13 Follow-up Inspection Outstanding Violations - Viols Req'd FUI - Well #21, 123-35597: A relatively large quantity of oil is pooling in the excavated areas at the initial spill site. The oil seems to be contained within the immediate area of the spill site and has not migrated onto the surrounding surface. The small pond below the initial spill site is retaining fluid again as well. The siphoning dam that was installed to drain the pond seems to be draining water slowly. The oil seems to be staying in the pond. Mr. Sanders was on site and further steps toward total remediation were discussed. There were fresh looking absorbent diapers in the road ditch-line and in the siphon dam that was dug at the end of the ditch-line. The site will continue to be monitored with future inspections.
2760293 Primary Facility 2018-08-02 Follow-up Inspection Outstanding Violations - Viols Req'd FUI - Well #21, 123-35597 : This inspection was conducted to document progress being made in the remedial process.

WQS Supervisor Rich Sheriff and my self visited the spill site today, August 2, 2018 at approximately 10:45. Significant progress has been made since last reported. Most of the impacted material around the old tank battery had been excavated. The remaining bit of material is currently being removed and transported to the remedial area. All of the impacted material that had been in the small pond, below the tank battery, has been excavated and placed in the remedial area. The pond is currently being back filled and graded. The conduit connecting the tank battery to the pond has been flushed by circulating stagnate fluid from the pond through the conduit. This fluid was apparently then pumped into a tank for storage near the spill site. All of the excavated material is currently being spread out with-in a delineated area in preparation for bio-remediation. Rotten hay is being mixed with the mate

I arrived on site at approximately 16:30. Tyler Martin, with Cameron Energy was on location and collecting contaminated soil samples from the bio-pod. All contaminated material has been placed in the delineated area and has been rototilled for the first time. Further progress will continue to be monitored with future inspections.
