2846617 Primary Facility 2019-02-28 Routine/Complete Inspection No Violations Noted The DEP conducted a routine inspection of Repsol's Twin Ridge 02-185 Well site in Covington Twp, Tioga County on 2/28/2019 at 1300 hours. The weather was partly cloudy and 25 degrees. The majority of the site was snow covered but high traffic areas were starting to melt.

The act 9 was observed at the entrance to the site. The inspection log and E&S Plan was observed in the mailbox at the gate. Last inspection conducted by company personnel was on 2/27/2019. I spoke with Repsol Safety Rep Tory Rogers onsite who accompanied me around the site. He stated that they are currently drilling the first of 10 wells on this site. They just recently started drilling and are on the 1H and will be onsite for approximately 5 months. A puddle on the pad surface in one of the heavy traffic areas had a field measured conductivity of >19.99ms/cm. Tory and I both agreed that the high conductivity was likely caused by the cinders/salt being tracked in from trucks onto the pad and mixing with the snow melt. We both documented th
