Brody Webster, Environmental Health and Safety Specialist of Cabot Oil and Gas reported the spill incident to the Department on 11/12/14 at 19:37. The report states that the spill occurred while a truck was leaving the site and is already cleaned up. Bob Raup, EH&S Specialist of Cabot was at the site during the inspection. Mr. Raup stated that the spill occurred around 7PM on 11/12/14 due to a mechanical malfunction in a vacuum truck. A valve may have popped off on the truck, releasing the fluid to the surface of the access road. The flowback fluid is untreated flowback fluid from the wells at this location. Currently, well flowback procedures are in progress at the site. |

Mr. Mehalko stated that Cabot is not planning on seeking Act (2) relief of liability in relation to the spill as they have maintained that the amount is not greater than (15-20) gallons and the spill is considered a small spill. Field soil conductivity screening results indicated elevated soil conductivity levels. Cabot believes the results are elevated due to the use of Calcium Chloride as dust control agent on the lease road. Another potential screening technique was being looked into to obtain more accurate results. Background and post excavation samples have been collected. The results will be forwarded to the Department upon receipt. |
