I met with the Tool Pusher on location who indicated the Company Man was offsite at that time. Drill Rig on site was Patterson 251. At the time of inspection, drilling depth was at 1974¿. Hole was being drilled on air. I completed a site inspection and was accompanied by the Toolpusher. I indicated to the Toolpusher that the plastic lining underneath the equipment should be rolled up to contain any potential spilled fluids. At the time of inspection, the plastic lining I observed was laying flat on the ground.

I met with the Tool Pusher on location who indicated the Company Man was offsite at that time. Drill Rig on site was Patterson 251. At the time of inspection, drilling depth was at TD of 9924¿. The Tool Pusher indicated that they were making runs in and out of the hole to clean it out prior to setting production casing. The reserve pit had approximately 8¿ of freeboard and the liner appeared to be in good condition. Plastic was down around the substructure to contain any spills of fluid. I indicated to the Tool Pusher that secondary containment should be installed around the mud storage tank.

Observed tear in reserve pit liner approx. 8" above fluid level. This is violation of 78.56 a(2). No company man on site at time of inspection.
1899612 Primary Facility 2010-07-21 Follow-up Inspection Outstanding Violations - No Viols Req'd During an inspection completed on 4/30/10, I observed a large tear in the liner of the pit and cuttings that were blown beyond the limits of the pit. Since then, the cuttings that were blown beyond the pit have been scraped off the adjacent slope and place within the reserve pit. The cuttings have been place directly over the area of the pit where the tear was observed. According the to the Operator, the tear in the liner was repaired. In order to determine that the pit has been repaired, the cuttings in this area must be scraped off the sidewall of the pit so that a complete inspection of the repaired liner can be performed. Please arrange to have this work completed and the liner exposed. Notify DEP at the time the soil is to be removed and the liner exposed.
