PCSM was previously implemented and a 2-year extension was approved on 2/24/2016. The 2-year extension expires on 2/24/2018. I recommend evaluating the well site restoration plans. No violations noted. |

The site had a large number of puddles, both on and off containment. These all showed low conductance (.18-.33 mS/ cm). Water had also built up under the liner, creating small spots where the liner was pushed up by the water. Berms had been removed from the sitewide containment, but no equipment remained on that liner. The containments for the Baker tank batteries on site appeared to be in good condition; however, on the outside of the berms for these containments, the liner was stretched such that it was not making contact with the ground for 1-3', increasing the possibility of a tear. The site has an existing pipeline, and the wells will be put directly to sales after flowback is complete. |
