Marquardt 8494 H: Cellar filled with pea gravel. There were 2 annular vents: a ¾” diameter vent and a 2” diameter vent. The vents were monitored for combustible gas with an Altair 5X gas meter (calibrated on 8/9/16). Combustible gas was not detected at either vent. The result of this inspection is NOVIO, because no violations were observed today, and no violations were previously observed during prior inspections. Left location @ 10:20.

XTO notified the Department that the liner of the FWI (Fresh Water Impoundment) was power-washed and remaining water and solids were removed for disposal. At 11:30 I entered the site and discovered rain water was accumulated in the bottom of the FWI and a ring was visible where the solids had accumulated. According to the XTO, the accumulated rain water will be removed Monday and sampling (according to XTO’s response) is scheduled to begin Tuesday 10/25/2016. At the time of the inspections, the liner in the FWI appeared to be in good condition and minimal rain water had accumulated. Violations remain outstanding.

Prior to the site inspection, XTO removed the plastic impoundment liner and restored the site to approximate original contours but has not yet implemented the PCSM Plans. I recommend stabilizing the recently disturbed soils within 4 days.

The Department acknowledged the results from the soil sampling under the Fresh Water Impoundment were below the PA DEP Medium–Specific Concentration’s (MSC’s) on 11/15/2016 and recommended the removal of soils where Barium was detected above background concentrations. On 11/30/2016, XTO notified the Department that 1 roll-off box of soil was removed from underneath the tear in the plastic impoundment liner (see the email attached). Since the soils were characterized and the results were below the PA DEP Medium–Specific Concentration’s, violations are considered closed. No Violations Noted.

The area formerly containing an impoundment was reclaimed and the landowner planted corn. Overall, the site looks good but the site is not permanently stabilized with vegetation. No violations noted.

At the time of the inspection, two wells were in production and no one else was onsite. The site is permanently stabilized and the site conforms with the Post Construction Stormwater Management (PCSM)/Site Restoration Plans depicted in the ESCGP. No additional equipment or materials are being stored onsite by the operator but the landowner is storing a single-axle trailer onsite. I recommend approving the Notice of Termination for the ESCGP and the Well Site Restoration Report. No violations noted.
