Mr. Elkin stated that a hose fitting failed causing oil to spray onto the snow. Mats/pads were placed on the ground to absorb the oil. These mats/pads and associated snow were placed in two bbls and are awaiting removal. No soil excavation was conducted.
Due to snow cover, Department unable to determine if remediation efforts appear adequate. A follow up inspection will be conducted after snow-melt. A violation is being issued for operator discharge of brine or other fluids. |
