I conducted a routine inspection of ARG Resources, Inc's Northern 89 well (API 047-216237) in Highland Twp., Elk Co. The well is properly labeled and equipped for production. The well pad is permanently stabilized. There are no violations noted for this inspection.
2809405 Primary Facility 2018-11-30 Incident- Response to Accident or Event Violation(s) Noted On 11/30/18 at 1102 hrs., I received a call from OGI Motter reporting a crude oil and injection fluid release from a gathering line at ARG Resources, Inc.'s Northern 89 well site (API 047-21637) in Highland Twp., Elk Co.

On 11/30/18 at 1513 hrs., I conducted an inspection of the release site. Crude oil and injection fluid were observed seeping from the ground just below the Northern 89 well pad and flowing southwest along the access road leading to the Northern 038 well pad. Soil and fluid conductivity were elevated at the release site and along the length of the access road leading to the Northern 038 well pad. Soil conductivity was also elevated at the Northern 038 well pad, where the fluid was collecting. See attached photos for conductivity levels. The release is estimated to be over a barrel of combined fluid. The release was not reported to the Department, constituting violations of 78.66(a) and 91.33(a).
