At the time of the inspection, the well was disconnected from the production line and was not producing. Speaking with the operator, they refer to this well as the Frederick Ochs #1 well. The attached plat and registration paperwork identify this well as the Frederick 2F. The operator claims that this well has not been produced in a long time, however, annual production reports have been submitted that show production for this well as recently as 2017. The operator claims the well was averaged with 2 other wells for the purpose of annual reporting. 25 Pa. Code §78.121 requires that operators report production on the most specific well basis. If the operator believed that this well was not producing and/or was disconnected from the production line, it should not have been averaged with other 2 wells. |
