According to an employee of DR Well Site Services LLC, Highlands Drilling Rig #8 recently moved off the location. The vertical section of the 2H and 3H wells has been drilled. Sidewinder Rig #258 will resume drilling procedures for the horizontal section of the 3H well at the location on 4/16/2014. The 1H well is in production. The drilling rig secondary containment system consisting of rig mats and a liner and a felt layer is still in place and apparently will be reused to drill the horizontal section of the well. There were some areas of compromised integrity in the liner, but overall the containment appeared to be in good condition. . There were no elevated conductivity readings of concern recorded on my meter during the inspection in water on and off containment.

Vegetative cover on site is good, but is less than 70% in many areas. Temporary erosion and sediment control BMPs are in place. No eveidence of accelerated erosion or sedimentation was observed.

According to the Department's records, the Erosion and Sediment Control General Permit (ESCGP) for the Curtin Well Pad expired on 03/29/2016, an no current well permits exist for the site. The ESCGP for the Curtin Freshwater Impoundment expires on 11/25/2019. No request for a 2-year extension of time to restore the well site has been received by the Department. In order to remain in compliance with Title 58 Pa. C.S. § 3216 (2012 Oil and Gas Act), which relates to site restoration, a new well permit or a 2-year extension of time for site resotration should be obtained as soon as possible.

During my inspection portions of the pad surface were being scraped in response to a release of diesel fuel that occurred over the weekend. The release occurred due to a leaking fuel tank in the back of a truck that was on site re-fuel equipment. It is estimated that approximatelyl 2-4 gallons of fuel were released on the pad surface and several locations along the access road. The pad surface was frozen except for the top 1/2-1 inch, so the release did not deeply infiltrate the pad substrate.
