Perimeter E&S controls had been established as outlined in the 12/20/13 inspection. The remainder of pad and road construction was ongoing. All E&S controls appear to have functioned properly. The Department recommends that the operator continue to closely monitor the E&S controls, specifically the silt sock at the lowest portion of the to be constructed pad, this area is approximately at the center of the well pad.
