Inspection performed in conjunction with Mike Morgart to evaluate the site for evidence of the possibility of the presence of a seasonal high groundwater table that would have precluded disposal of the drill cuttings via encapsulation. No evidence was found onsite that would show this was the case. In future cases where soils information shows the possibility of a high seasonal groundwater table the operator should consider the land application of drill cuttings as outlined in 78.63 as an alternative to the encapsulation of the cuttings.
