On this date, 9/17/2018 I conducted a follow up compliance inspection on this well. This well remains in violation with a service rig set up over it, a string of old 2" production casing and a string of sucker rods laid down behind the rig and a string of 2 3/8" upset tubing laid down in front of the rig with the well open to atmosphere and flowing gas to the atmosphere in a manner that produces a hazard to the public health and safety. 2845065 | Primary Facility | 2019-02-22 | Routine/Partial Inspection | No Violations Noted | On 2/22/19 at 1135 hrs., I conducted a routine partial inspection of the Rottman 3 well (API 005-02232) in Perry Twp., Armstrong Co. with WQS Supervisor Meyer. The well is currently operated by Mr. Brent Hilderbrand. WQSS Meyer took GPS coordinates of the well to update in eFacts. I previously notified Mr. Hilderbrand that a well tag must be affixed to the well head and that a site ID sign should be installed displaying the operator's contact information. Mr. Hilderbrand attached a brass trapping tag to the well head with contact information imprinted on the front and the API permit number written in sharpie on the back. At a meeting held in Butler on 2/22/19, WQS Supervisor Meyer informed Mr. Hilderbrand that a larger tag would need to be affixed to the well head and a site ID sign should be conspicuously posted at the well site. A well transfer application was also completed by Mr. Hilderbrand at this meeting. A follow up inspection will occur at a later date. There are no violations noted for this |
