Have contacted them regarding the filing of the proper paperwork to transfer ownership to the landowner. Waiting on call back from office. Spoke to Rob Claus, land manager for MFC. He is aware of the situation and is going to apply for a plugging permit, as the landowner refuses to place well into his name, or offer the well to Chesapeake as they have the deep rights. On wellsite.They have a plan to develop this wellsite into a park.There is a well on site and it is not in production at this time.The well has a swedge and a valve.At first I did not know who the correct owner was but after a G.P.S.and records search I descovered that the owner of record was MFC Drilling.I contacted them and advised of my findings and they advised me that the well had been sold to Jay F. Boomer of W.Va an attorney for James Burr. I contacted our office and determined that neither Mr. Boomer or Burr had an Operators number for Ohio Oil and Gas. MFC Drilling is in the process of sending me the sales information and I will forward this information on to Mr. Boomer along with a copy of this report and a Notice of Violation.The notice will give Mr. Boomer or Mr. Burr 30 days to become an Operator in the State of Ohio.Next it will also give them 90 days to either place the well into production or plug and abandone the well.This would include receiving a plugging permit from the State of Ohio and plugging under their guidelines.

1720777504 2017-11-03 Production Wells No Violations Inspected production well on 11/03/2017 to follow-up on a previously-issued compliance notice. The well is equipped with a swedge with a flange on top. No tanks were noted nearby, nor any well identification posted. The compliance issues with the well were discussed with Jeff Harmon (MFC Drilling), who indicated that the well had been transferred to the landowner many years previously, but due to questions regarding domestic gas-usage, the transfer had not proceeded. He indicated that he would attempt to contact the landowner to get the well transfer process started again. Will follow-up to ensure the well transfer proceeds promptly so that compliance can be achieved. No other problems were noted at the time of the inspection.
