0306911607 2017-02-22 UrbanProduction Wells No Violations Moore Well Service was on location to clean up the contamination and remove the leaking tank per Compliance Notice # 1459340854. The tank battery consisted of a buried concrete brine vault, one (1) 100 barrel tank and a 2408 horizontal separator. The concrete brine was steamed clean and broken up in pieces to prepare it for disposal. The 100 barrel tank was also steamed clean and will be hauled to Moores yard. The ultimate disposal for the contaminated soil has not been determined at this time. The new tank battery will be located to the east property line. Compliance Notice # 1459340854 remains in effect until new tank battery is checked for Urban rules compliance.

0604851132 2016-10-28 UrbanProduction Wells Violations Noted I inspected the Ederer - Hibbard # 1 to assess the compliance with the vioations as noted in the previous Notice of Violation # 1459340854 issued 3/30/2016. My follow up inspection revealed that nothing has been to bring the Ederer - Hibbard into compliance. I called Randell Oil and spoke with John Davis. I was informed that the well has been assigned to Moore Well Services who is to be responsible to bring the well into compliance. I then spoke with Jeff Moore ( Moore Well Services ) who confirmed that the well was transferred to Moore Well Services. Jeff Moore said he will complete the Form Seven next week. Jeff also said that he has tried to contact the landowner with success, to find a location to relocate the tank battery. The items of non-compliance in the Notice of Violation have not been corrected.
1459340854 2016-03-22 Production Wells Violations Noted The Ederer-Hibbard # 1 was completed in 2/1985. The well construction consisted of 8.625 surface casing ( 375 ) and 4.5 production casing ( 3730 ) and was operated as a 4.5 casing plunger lift well. The tank battery and well were located in a construction company storage yard. Access to the yard was restricted by a locked cable gate. The last reported production volumes were for the year 2013 ( RBDMS ). The tank battery consisted of a 100 barrel oil tank, horizontal mechanical separator and an in ground concrete brine vault. The 100 barrel oil tank and separator were enclosed with chain link fence, but the door was not locked. The brine vault was outside the fencing. The buried brine vault was completely full and leaking due to severe concrete deterioration where the lid meets the sidewalls. The 100 barrel oil tank was causing ground contamination due to the leaking at the bottom of the tank near the brine drain. The leakage was active and on going. The orifice gas meter did not have a chart in position. The wellhead was partially fenced on three sides and so overgrown with vegetation that its view was obstructed. The 4.5 casing valve was in the closed position. In order to bring the Ederer-Hibbard # 1 into compliance the Owner / Operator shall remove and replace the 100 barrel oil storage tank, remove and properly dispose of the contaminated soil and gravel and replace the same. Drain the in ground brine vault and either make repairs, replace or eliminate the brine vault and cut the vegetation around the wellhead. Owner / Operator shall contact Bob Roush @ 330.690.8837 within seven (7) days after receiving this Compliance Notice to approve and schedule the remediation plan.
1522671467 2018-03-23 UrbanProduction Wells No Violations I conducted a follow up inspection to assess the level of compliance with Notice of Violation # 1459340854. The original Notice of Violation dealt with contamination from a leaking 100 barrel stock and concrete in ground brine vault. My inspection revealed that the tank battery had been completely removed and the contamination remediated. The tank battery site was relocated approximately 600 east ( of the original site) to the rear of the property. All violations were addressed and corrected.
