1098129669 2004-10-18 Plug / Plug Back No Violations The Hoover Development Co. #1 well was P&A on 8-5-1957. The North Canton City Schools (Ray Nist 330-497-5674) wanted to remove the plugged well surface marker and use the area for a soccer field. On 10-18-2004, Arvilla Oilfield Services hot tapped the surface marker. There was a small puff of gas, then nothing. There was no evidence that the P&A well was leaking. Water could be seen in the hole. The depth of the hole was measured; water was encountered at 80; the former clay plug was tagged at 280. Grouting, possible orphan well plugging, and liability was discussed with Jay Cheslock (ODNR), Dave Hodges (ODNR), and Ray Nist (N.C. City Schools). Ray Nist, representing N.C. City Schools, assumed liability for the well and wanted to grout it to surface. The well was grouted to surface with 6 cubic yards of grout from Russo Concrete. The 10 casing was cut off 3 below ground level; a steel plate was tack welded over the top of the casing by Jim Green (James Green Welding Service); and the excavation was closed. The plugging was witnessed by Jim Hawkins and Ray Schultz of Arvilla, Jim Green, and myself.
