Two (2) beaver dams were taken out in February to drain the location and allow access to the wellhead and 4-5 of silt had to be moved to get down to a clay base. NWP was on location this morning and spotting and securing the service rig to a steel mud boat. They used two (2) dozers in tandem to drag the mud boat and rig about 0.2 miles to the wellhead. They are going to continue to get the rig spotted over the hole and then run inside the 4.5 production casing with the knife tool and jars to verify the casing is clear of obstructions. I left location and talked to Jason Nicholas (NWP) later in the afternoon. He told me they were able to run the tool to a depth of 4586 and the casing was clear. They will run tubing tomorrow (3/8/2016). No violations. |
0434691040 | 2016-08-17 | Final Restoration | No Violations | Follow-up to Compliance Notice #1426709407 issued on 3/23/2015 for failure to file annual statements of production and requiring the well to be plugged and abandoned. This report shall also serve as the Final Restoration inspection. This well was properly plugged and abandoned by Nicks Well Plugging on 3/11/2016 as required by the D & L Energy bankruptcy settlement. My inspection today revealed that the site has been restored to its previous condition. No flow or sales lines were ever run to the wellhead and production equipment was never installed (the well was never stimulated/completed). There is no existing lease road and the access road constructed for plugging operations has been removed, graded, and seeded. Vegetation is well established and I have received a landowner waiver signed by Riddlefield Kennel Club President, Jon Yenulonis, waiving any further restoration work at this location. Final Restoration is approved and Compliance Notice #1426709407 is resolved and closed. |

The purpose of the meeting was to coordinate and plan the chain of events leading up to the plugging and abandonment of the Kennel Club #2 well and the restoration of the location following abandonment. Items discussed were 1) the removal of two (2) beaver dams that have effectively flooded the well location for more than 20 years, 2) ingress and egress routes to and from the location and access to the Riddlefield property, and 3) restoration of the wellhead area and the possible rebuilding of the first beaver dam to re-flood the area. Contact information was exchanged between all involved parties and phase one, the removal of the beaver dams, should take place in several weeks to drain the location. I will continue to monitor progress at this location. These actions are being undertaken to satisfy the bankruptcy settlement agreement for D & L Energy Incorporated and Compliance Notice #1426709407 issued on 3/23/2015. |

1426709407 | 2015-03-18 | Production Wells | Violations Noted | I conducted a status check inspection of this Clinton Sandstone well. Records on file with the Division of Oil and Gas Resources Management indicate that this well was drilled and cased in December of 1977 by the United Petroleum Corporation. Records also indicate that the well was never perforated or hydraulically fractured for production purposes and ownership was transferred to D & L Energy Incorporated on 1/13/2003. Following an extensive search, I located the wellhead in a flooded area created by a beaver dam. I spotted a 4.5 casing collar projecting above the ice in the flooded area. Due to melting conditions, I was unable to access the wellhead and took pictures and video from approximately 150 north of the wellhead (GPS: 41.22521, -81.19045, NAD83, +/-9). I estimate the water depth in the flooded area to be 1-2 in depth based on stumps protruding through the ice. I found no associated tank battery or separation equipment that would allow this well to be properly produced. No oil or natural gas production has been reported for this well since being drilled 37 years ago. Based on the accumulated well records and/or lack there of, indicating that the well was never completed or produced, D & L Energy Incorporated will be given 180 days to obtain a plugging permit as required by ORC Chapter 1509:13 and properly plug and abandon the well in accordance with OAC Chapter 1501:9-11. Failure to comply with notice in the specified time frame may result in further Administrative action by the Division of Oil and Gas Resources Management. |
