In addition, the unit ID signage had not been updated to reflect the change in ownership that had occurred in 2016. I had previously contacted the company about the deficiencies and they had reported various issues regarding lack of personnel and funds preventing them from being in compliance.

0750543742 2019-02-07 UrbanProduction Wells No Violations I conducted a compliance notice follow-up inspection for compliance notice 1064019358, regarding locks installed on the well fence man door and tank valves on the production tanks, the reinstallation of the pressure relief valve on the production tank. At the time of this inspection, locks still had not been installed on the well fence man door or the tank valves on the production tanks. The pressure relief valve was still located within the diked tank battery but on the ground and not reinstalled on the production tank. Reinstall the pressure relief valve on the production tank, and install locks on the tank valves and well fence man door.
1064019358 2016-02-29 UrbanProduction Wells Violations Noted I inspected this well location as part of routine inspection activity. At the time of this inspection, I observed the following elements: one wellhead with mechanical plunger-lift system in a board-on-board enclosure, one mechanical separator in a board-on-board enclosure, a tank battery comprised of two 100-barrel steel tanks with associated fittings and tubular connections in separate board-on-board enclosures. I observed the system fittings and connections to be secure and free from leakage. The tank lids were closed and secure. Secondary containment was intact. I walked the areas surrounding the wellhead and battery and did not observe any evidence of impact or erosional deficits. Access to the well is afforded by the shared-use asphalt-paved driveway which enters from Booth Road. At the time of this inspection, the road was in good condition. I observed the following safety deficiency: the wellhead enclosure gate and load-line valve were not locked as required. Spark arrestor, low-pressure relief valve, and carbon filter were present but the low-pressure relief valve had been removed and was laying inside the enclosure. The owner must remedy the following by 03/31/2016: secure the well enclosure gate and load-lines with locks. Replace low-pressure relief valve.
