0397793879 2019-02-14 UrbanProduction Wells No Violations I conducted a compliance notice follow-up inspection for compliance notice 1599728658, regarding the installation of locks at the well and tank battery fence doors, locks on the tank valves, the installation of required urban production safety equipment, and the repair of the fencing around the wellhead. At the time of this inspection, the well was equipped with a plunger lift assembly and not in production. The fencing around the well has been repaired but still needed a lock installed on the fence door. The diked and fenced tank battery was comprised of two 100 BBL tanks, with a mechanical separator. The production tanks still needed the urban safety equipment installed, i.e. spark arrestor, a low-pressure relief valve, and a charcoal filter. The tank valves were not locked and needed the locks installed. Identification was present. Lease access was stable.
0492979818 2017-08-03 UrbanProduction Wells No Violations I inspected this well as a follow-up to a previously-issued compliance notice. At the time of the previous inspection, I had noted the following: the load-line valves were not secure with locks, the wellhead enclosure fence was partially torn down and the tanks were missing carbon filter and spark arrestor. At the time of this inspection, the noted deficiencies remain. I contacted John Magnussen with David Oil who indicated that the issues are being handled as they are able. I inspected the wellhead and surrounding area and found no signs of problems otherwise.

The unit ID is present nut is not visible outsice the enclosure. Tank spacing and meets requirements. The loadouts are locked. The battery secondary containment is good. No evidence of leaks or problems. The lease road is well maintained and the site is in good condition. Preliminary restoration passes. I talked to Tim Reilly about moving the tank ID to the outside for visibility.

Production reports are current. The well and surrounding area are free from signs of leakage or problems. The tank battery secondary containment is intact. Load-outs are bull-plugged and the gates are locked. No problems noted.

At the time of this inspection, I observed the following: the wellhead fencing was repaired. But the remaining deficiencies remained. In addition, the unit signage had not been updated since the change of owner that had occurred in 2016. I had previously contacted the company about the deficiencies and they had reported various issues regarding lack of personnel and funds preventing them from being in compliance.

At the time of my inspection, I observed the following elements: a wellhead with mechanical plunger lift and tank battery consisting of two 100-barrel steel, low-profile storage tanks, with mechanical separator. The battery and wellhead were in in separate board-on-board enclosures. Fittings and connections were free from leakage. The production tanks did not have a spark arrestor, a low-pressure relief valve, or a carbon filter as required. The shared access road is in good condition. The enclosure gates were not locked or secure. The load-line valves were not locked and must be secured with locks. The owner must remedy the following by 04/01/2016: secure the load-line valves and enclosure gates with locks. Supply and correctly fit the production tank with carbon filter, low-pressure relief valve, and spark arrestor, repair the wellhead enclosure fence.
