The complaint was made regarding an idle well and the concern for well access in the event of an emergency due to the downed trees a crossed the access road. I wrote a compliance notice on 4/18/2019 stating that the well shall be plugged. During my inspection today, the well was equipped with 8.625-inch diameter surface casing with a casing head, 4.5-inch diameter production casing with a tubing head, 1.5-inch diameter tubing with a Demco master valve, and a plunger lift system. The Demco tubing master valve was in the open position and a new logic control box was installed to assist the plunger lift system. The production equipment consisted of one 210-barrel tank, one 50-barrel tank, one horizontal separator, a drip, and a sales meter. The sales meter had a 2-inch diameter sales line, a .75-inch orifice plate, and a chart recorder with chart dated 5/8/2019. All downed trees have been removed from the access road and well appears to be in production. The stated action completed by M&R Investments satisfies the complaint and the compliance notice. |

Landowner, Kathy Albertson, met me at the entry of the access road and directed me to the well. The access road had multiple fallen trees laying a crossed the road. The well was equipped with 8.625-inch diameter surface casing with a casing head, 4.5-inch diameter production casing with a tubing head, 1.5-inch diameter tubing, and a plunger lift system. The production valves were in the closed position. Following the inspection, I called Eddie Moss with M&R Investments and left a voicemail stating my findings from the inspection. M&R Investments has submitted reports of zero production for the years 2017 and 2018. M&R Investments shall submit a written plugging schedule to Austin Gutridge at 5880 Memory Rd., Zanesville Ohio 43701 within 30 days, per ORC 1509:13(B)(7) and plug the well within 180 days. M&R Investments will be notified if the plugging schedule is approved or denied. |

The landowner indicated she did not witness the complaint but a neighbor indicated they smelled gas for the area of the production facility. The landowner was advised that no gas could be detected leaking from the production facility of well head and the production equipment was high pressure and should not be entered by other than the authorized company agent for safety reasons. The landowner was advised that normal production operations would create some odor down wind when the well cycled. Also noted is a 2nd tank and meter in the production facility owned by a 2nd operator. No violations noticed. |
